I'm trying to precode a blank PCF7946 chip with EFFI and I'm getting a no transponder error.

Here are the step I did, please feel free to tell me what I'm doing wrong.

1. I desolder the old PCF7946 chip and replace it with a blank PCF7946AT chip.
2. Connect ZED-Bull mini to the computer and turn on zed bull.
3. Open up EFFI application, turn on zed bull and place the transponder pcd in the tranponder slot.
4. Select Image Generator and select 46 Crypto, Saab PCF7946.
5. The software would attempt to write and failed with 3 tries follow with a transponder error.

Please help and let me know if I miss a step or it's my zed bull device.
