Windows 10 does NOT have .NET 3.51 installed by default, you need to install it through Control Panel --> Programs --> Turn Windows features on or off and choose .NET framework 3.5.

You can also do it from the Windows 10 DVD or mounted ISO by opening a CMD as Administrator and run:

C:\Windows\system32>Dism /online /enable-feature /featurename:NetFX3 /All /Source:D:\sources\sxs /LimitAccess

Where D: is the DVD or ISO location.

Don't forget to run DiagBox as Administrator.
