I performed a quick DiagBox 7 installation and updates on Windows 10 19H1 (to be released later in 2019) and can confirm Heineken's findings. I don't know the reason yet, and I am not sure if it is worth putting any time or effort in solving this problem!!??.
Windows 10 32 bit does not utilise all the resources of highly specified laptops (especially large memory). Personally, I use DiagBox on my old Citroen once or twice a year, and have installations on Windows XP, 7 and 10; over Virtual Machines. I mostly use XP as it is faster, requires less resources and have a smaller footprint. Hence, I can move the VM from computer to computer without the need to re-install.
By the way, DiagBox 7.xx uses Java 6 and DiagBox 8.xx uses Java 7, both are installed during the setup routine.
