Megane II 1.9 dci hard idle, no throttle

I have a strange problem with megane cabrio.
Engine is struggling to start, everything mechanically is fine, injectors are tested and ok, almost every sensor is changed, wiring and voltages on ecu are ok.
It is rattling and struggling on idle, wont accept throttle, it is just idling.
no fault codes .
I have tried to change ecu, edc16c36 0281013907 by just cloning the eeprom and have the same problem.
Is it possible that eeprom is corrupted ?
I never had a similar problem before

Astuse très simple,vous dessoudez l'eeprom du calculateur d'origine,et la remplacez avec l'eeprom du calculateur q vous avez changer,bien sur si vous avez les même référence sur les 02ecu.

Moi je pense vous avez mâle fait le flache .

I have desoldered old eeprom and read it.
ther i desoldered new one, read it, deleted it and wrote bin from old ecu.
car has the same problem.
