I have just come across a detailed (in French) hardware upgrade to the Lexia interface by devildante007 which you may with to consider.

Today I did a test on a Peugeot 206 and nothing, I think the cable is out of order.
I will re-contact the seller to see with him

Lexia 3 Diagnostic Tool Description: (taken from the site)
1.It is compatible with Citroen cars including: C1, C2, C3, C4, C5, C6, C8, CCROSSER, NEMO, BERLINGO, JUMPY, JUMPER, AX, SAXO, BX and so on.
2.It is compatible with most Peugeot cars from 1995.
3.Diagnostics is performed via OBD-II connector (which is located near steering wheel) or via manufacturer-specific connector (only older cars, pre-2001).
